Why rotating PDFs on Windows is harder than it should be

Most Windows users assume rotating a PDF page is a one-click operation. It isn't. Built-in viewers usually rotate only the on-screen display — close and reopen the file and the rotation is gone. To make rotation stick you have to re-save the PDF, which most Windows viewers can't do.

Native Windows method (and its limits)

Microsoft Edge can rotate the on-screen view (right-click → Rotate clockwise) but does not save the rotation back to the file. To persist a rotation natively you need Word's PDF import, which mangles complex layouts.

When the native method is fine

Why doesn't Windows's built-in PDF viewer save rotation permanently?

Will rotating a PDF lose quality?
